Google says local results depend mainly on three things:
You can't change distance. Relevance and prominence you can. Your Google Business Profile is the first job: complete details, a verified location, correct opening hours, photos and replies to reviews. Your website is the second: that is where Google reads exactly which services you offer and in which towns.
The quickest way to ruin local SEO is to make a copy for every town with only the place name changed. Google calls these doorway pages and treats them as spam: they target search terms but don't help the visitor.
A good area page says something that only applies to that place: which villages and districts you cover, how quickly you can be on site, which services you often provide there, your own photos of work in the area. If you have nothing of your own to say about a town, you're better off not making a page for it.
